Notice of FRCC’s Biennial Transmission Planning Process for Public Policy Needs
In accordance with the FRCC’s Regional Transmission Planning Process (RTPP), stakeholders are requested to submit the information below pertaining to transmission needs driven by Public Policy.
This Notice is to provide stakeholders the opportunity to submit the necessary information in order for their Public Policy Needs to be considered in the 2017-2018 Biennial Transmission Planning Process (BTPP). The information requirements and deadlines are included in the RTPP, relevant portions of which are repeated below.
Public Policy Planning
To be considered in transmission planning, a public policy requirement must be reflected in state, federal, or local law or regulation (including an order of a state, federal, or local agency). If a stakeholder identifies a transmission need that is driven by a public policy requirement prior to January 1st of the first year of the BTPP cycle, it can submit a description of the need for consideration in regional planning during that planning cycle. The description of the need should:
1) identify the state, federal, or local law or regulation that contains the public policy requirement;
2) identify the type of entity(ies) in the region to which the public policy requirement applies;
3) identify the subset of entities in the region subject to the public policy requirement that have a transmission need driven by the public policy requirement;
4) describe the type and nature of the transmission service needed from the transmission providers by such subset of entities to meet that transmission need.
Any stakeholder submitting a potential public policy transmission need may, but is not required to, propose a project(s) to meet such a need along with its description of the need. All submissions will be posted for public comment and will be reviewed to determine if a public policy requirement is driving a transmission need for which a solution is required. The Planning Committee, under the oversight of the Board, may seek, on a voluntary basis, additional information from entities identified as having potential needs and then will evaluate the submittals and any additional information to make a decision as to whether a public policy requirement is driving a transmission need for which a solution is required and will post this determination on the FRCC website prior to March 1st of the first year of the BTPP cycle, along with an explanation and record of that determination (including a negative determination). If a public policy transmission need is identified for which a solution is required, Cost Effective and Efficient Regional Transmission Solution (CEERTS) and local projects shall be proposed to address such a need.
